I'm no expert, but I'd say these wheels might just be 24" in diameter, as in
"so gimme that toot toot lemme give you that beep beep runnin her hands through my 'fro bouncin on 24's while they say on the radio..." R. Kelly
Leaving just a little nub of tire left over to actually drive on.
I forgot to check what kind of car this is, so if anybody knows please post.
